Darrell G-M Noga

Current practice involves a variety of defense work with focus on constitutional issues and representation of Texas municipalities, police and fire departments, and other governmental agencies in various civil rights, land use and planning, employment and tort actions for over twenty-five years. Was chosen Course Director for 2008 Texas State Bar annual CLE for Suing and Defending Governmental Entities, and has served in the past and at present on Planning Committee and faculty for that course.  Has also lectured at other CLEs and seminars on numerous occasions and has authored an extensive variety of papers on various litigation issues and tactics in diverse areas of practice.  Has long served as panel counsel for the Texas Municipal League Intergovernmental Risk Pool and has substantial state and federal trial experience over the past twenty-five years of practice, along with appellate experience , including arguments before the Fifth Circuit Court of Appeals and the Texas Supreme Court.  Most recently for each year from 2020 through 2024 gave presentations on Qualified Immunity for Texas State Bar Advanced Government Law Seminar. Has also presented by invitation to Wisconsin State Bar Annual Constitutional Law Symposium. Also has significant experience in conducting various internal investigations for private and public entities.
