Rachel V. Rose

Uniquely known in the legal community for her extensive experience and acquired knowledge in numerous fields, Rachel V. Rose is the sole attorney and founder of the law firm Rachel V. Rose – Attorney at Law, PLLC. Based out of Houston, Texas, she extends her service to clients across the country and at a global level as well and advises them on numerous matters concerning healthcare, securities, cybersecurity, transactional and compliance matters. Ms. Rose is also an affiliated member with Baylor College of Medicine, where she has taught bioethics for over a decade.An alumnus of The Pennsylvania State University, Ms. Rose pursued her undergraduate studies and majored in history, earning her bachelor’s degree, before attending the Vanderbilt University Owen Graduate School of Management to obtain her Master of Business Administration degree in 2005. She secured her Doctor of Jurisprudence from the Stetson University College of Law in 2010 and started her practice in Texas the very same year after she passed her bar exam. Ms. Rose also holds an Executive Certification in Negotiations and Leadership from Harvard Law School.Ms. Rose’s experience as a director of business development and general counsel for a healthcare advisory organization, as well as working in the medical device and pharmaceutical industries and at the U.S. Department of Health and Human Services comes in handy while working with complex healthcare industry-related matters, helping her navigate steadily through both the regulatory and legal landscapes. Her ability to thoroughly examine the issue at hand and arrive at a practical yet efficient resolution promptly shows her dedication and steadfast commitment to her clients.Recipient of the William F. She belongs to the National Association of Distinguished Counsel’s The Nation’s Top One Percent and was also recognized by Houstonia magazine as a Top Lawyer for her work in the healthcare industry.Currently a member and former chair of the Federal Bar Association's Government Relations Committee, as well as a sitting director on the Board of the Foundation of the Federal Bar Association, Ms. Rose is a sought after presenter and an extensively published author with several articles under her name. She has also co-authored The ABCs of ACOs and What Are International HIPAA Considerations and served as a co-editor for the 2nd edition of the American Health Lawyers Association’s Enterprise Risk Management Handbook. In 2024, she co-authored the ABA's International HIPAA, Privacy, and Security Law Considerations, as well as writing a chapter in the Health Law Handbook (2024-2025 Edition).
